Cover the pot with plastic and place somewhere warm with ample filtered light. Over watering leads to many seedling problems. Timing will depend on your growing zone.

The Seeds Should Germinate Within A Few Days.
So collect all your winter sowing materials, and your lavender seed. Lavender seeds can be sown directly in the garden, but germinate much more reliably when started indoors in a seed tray. Moisten the soil in the seed starting tray (or pot if using).
Softwood Cuttings Take Two To Four Weeks To Begin Rooting;
Roll seeds in a damp paper towel, put in a freezer bag and let sit at room temperature for a few hours. Lavender is slow to germinate and takes a few extra steps to get the germination process going. Place the plate into the refrigerator in a place that will not be disturbed for the next 30 to 40 days.
Take Your Seeds (Harvested Or Purchased) And Place Onto A Damp Paper Towel.
If you plant too deeply they might not germinate. Give your bag of seeds a minimum of 3 months before you throw in the towel, and be sure that they have had at least 7 heated days (bring the bag to 75 to 85 degrees for a few hours each of these 7 days). Sow lavender seeds on top of the soil and do not cover them.
